Google provides no way to automatically sync contacts between two different Google accounts. Instead, you’ll have to perform a manual two-step process where you export your contacts from one account to a comma-separated values (CSV) file, then import contacts from that file into your second account. I just tested with TbSync 2.19 and Provider for CalDAV & CardDAV 1.24. Adding a contact in the Google address book in TB, or adding a contact in Google Contacts, syncing works both ways after the account is synced in Tools/Synchronization Settings (TbSync). Labels and lists don't sync, but I don't think that's ever been possible with this add-on. Select 'export' and then 'Selected contacts (n)' (n is the number of contacts you're exporting) Select Google CSV format and export Log out of this account and log in.

No Exchange Sync

Exchange ActiveSync (EAS) was developed and licensed by Microsoft. There are many limitations of the protocol.
